TEMPORARY FOOD VENDORS
A temporary food establishment is one that operates:
- At a fixed location for not more than 21 consecutive days in conjunction with a single event or celebration, or
- Not more than three days a week in conjunction with a farmers market or a recurring organized event.
Every temporary food establishment must submit an application online or submit a paper application in person at our office. Mailed-in or faxed-in paper applications are not accepted and will be returned. Links to online and paper applications are provided below.
Before submitting an application, review the Health District’s Temporary Permit Categories and Fee Schedule to determine the appropriate permit category and fee for your menu. To ensure that you meet operating requirements, review our temporary food establishment guidelines.

If you have questions about your menu category, please call us at (360) 728-2235 and ask to speak with the Food Inspector of the Day.
To submit an application online please select one of the following:
- If you are serving foods that fall under the baked goods or low risk categories, click here
- If you are serving foods that fall under the limited, non-complex, or complex categories click here
To submit a paper application please contact us or come in to the office. PLEASE ENSURE YOU HAVE ALL NECESSARY APPLICATION MATERIALS WITH YOU. YOU MAY BE ASKED TO COME BACK AND A PERMIT WILL NOT BE ISSUED IF WE NEED ADDITIONAL DOCUMENTS FROM YOU. If you are not sure which forms you will need to submit, call us at 360-728-2235 and ask to speak with the food inspector of the day. Documents you may need to submit are:
- Temporary Event Permit Application
- Food Flow Form
- Multiple Event Itinerary Form (Only if serving at multiple events such as a summer-long market)
- Depending on your proposed business plan, other forms you may need to submit are a Commissary Kitchen Agreement, a Wastewater Disposal Agreement, and a Restroom Agreement; see the list of Approved Commissary Kitchens to find a kitchen you are allowed to use.
- When paying for a permit we accept cash, checks, money orders, and Visa or MasterCard credit/debit cards.
