Kitsap Public Health Board to consider changes to onsite sewage (septic system) regulations

Public hearing scheduled for Feb. 4. at 8:50 a.m.


 

KITSAP COUNTY, WA — The Kitsap Public Health Board will hold a public hearing and consider adoption of proposed changes to onsite sewage (septic system) regulations at its February meeting.


The public hearing will take place during the Board's regular meeting, scheduled for 8:50 a.m. on Feb. 4 at the Norm Dicks Government Center, 345 6th Street, Bremerton. The meeting agenda will be posted to kitsappublichealth.org/meetings prior to the meeting.

Background


Kitsap Public Health District is revising onsite sewage regulations for Kitsap County to comply with new state rules and address local issues. 


The Health District has had local onsite sewage since 1961. The current regulation is Kitsap Public Health District Ordinance 2008A-01, Onsite Sewage System and General Sewage Sanitation Regulations.


The current ordinance must be revised due to changes to Chapter 246-272A Washington Administrative Code (WAC), Onsite Sewage Systems. The state rule was adopted by the Washington State Board of Health in January 2024. The majority of changes will take effect April 1, 2025. Kitsap County's ordinance must be revised to be consistent with the revised WAC.


 

Proposed revisions


Since January 2024, the Health District worked with its local onsite sewage technical advisory committee (TAC) to incorporate state rule changes and local changes to clarify or address common issues with the existing rules. With the TAC’s help, we prepared a new draft ordinance and summary of changes:
