REGIONAL APPROACH
Kitsap County is included in a “Northwest Region” with Clallam, Jefferson, and Mason counties. Kitsap will move between phases with the three other counties, based on metrics tracked across the Northwest Region. Learn more.

TWO PHASES
Healthy Washington includes two phases. All regions will begin in Phase 1. Phase 1 roughly aligns with current restrictions already in place. Regions will move between phases based on new metrics related to COVID-19 disease activity and response. Learn more.

NEW METRICS
The state created a new set of metrics for determining when regions should move between Phase 1 and Phase 2. These metrics will be tracked at the state level. The state Department of Health plans to launch a new dashboard displaying these metrics by region.
To go forward from Phase 1 to Phase 2, regions must meet all four metrics:
Decreasing trend in two-week rate of COVID-19 cases per 100K population (decrease >10%)
Decreasing trend in two-week rate new COVID-19 hospital admission rates per 100K population (decrease >10%)
ICU occupancy (total — COVID-19 and non-COVID-19) of less than 90%
COVID-19 test positivity rate of <10%
To remain in Phase 2, regions must meet at least 3 metrics:
Decreasing or flat trend in two-week rate of COVID-19 cases per 100K population
Decreasing or flat trend in two-week rate new COVID-19 hospital admission rates per 100K population
ICU occupancy (total — COVID-19 and non-COVID-19) of less than 90%
