Realtors - Selling Properties on Septic and Private Water

To help the real estate community through the property sale process in Kitsap County for homes that are served by septic and private water supplies we have put this page together. Because a Property Conveyance Application is required for septic systems, but not for drinking water supplies, the Health District has separated the application process.

Septic Systems - Property Conveyance Applications

A Property Conveyance Application is required by local ordinance to be submitted within 30 days of closing for any home connected to a septic system. The Health District will review and respond to the application request within 7 working days.

You or your client may submit a Property Conveyance Application online OR print out, complete and submit the paper application. The 2018 fees for a Property Conveyance Inspection are as follows:

  • Property Conveyance Application: $260.00
  • Property Conveyance Application 2 septic systems serving 2 units on same property: $390.00
  • Amended Property Conveyance Inspection with site visit: $130.00
  • Amended Property Conveyance Inspection with no site visit: $100.00

PRIVATE WATER SUPPLIES & Selling Property

IMPORTANT! There are no regulatory requirements in Kitsap County that a private water supply be reviewed at the time of sale. However, the Health District will review a private or private-two-party water supply upon request. The application to complete a review of the private water supply is called a Water Status Report. The Health District will not conduct a water sample only inspection. For more details, please refer to the FAQ

If a transaction requires that the private water system be evaluated because of the lender or buyer requesting it you or your client may request that the Health District completes that review.

You or your client may submit a Water Status Report application online OR print out, complete and submit the paper application. The 2018 fees for a Water Status Report are as follows:

  • Water Status Report - Bacteriological sample by Health District: $280.00
  • Water Status Report - Bacteriological & nitrate sample by Health District: $310.00
  • Water Status Report - Qualified 3rd party took samples: $260.00
  • Amended Water Status Report - Includes bacteriological sample: $150.00
  • Amended Water Status Report - No site visit needed: $100.00

Can I get a discount for combined activities at the same property?

Yes! But you or your client must apply for the applications at the same time. To recieve a discount of $130.00, you or your client may submit combined Property Conveyance and Water Status Report Application OR or fill out the paper applications and apply to our office in person.

  • Combined Application - Health District taking bacteriological sample: $410.00
  • Combined Application - Health District taking bacteriological and nitrate sample: $440.00
  • Combined Application - Qualified 3rd party tanking samples: $390.00
